Bill Dobson is a nationally recognized expert in marine accident reconstruction and boating safety with over 35 years of law enforcement and investigative experience. Bill specializes in boating, barge, and waterway collision analysis. Recognized for his detailed investigations and expert courtroom testimony, he has supported numerous high-profile cases across Louisiana and nationwide. A decorated U.S. Air Force veteran and former Commander of the St. Tammany Parish Sheriff’s Special Operations Division, Bill has been accepted as an expert witness in state and federal courts nationwide. As Co-Founder and President of Applied Marine Technology, Inc., he continues to lead the industry in marine investigations, training, and safety consulting.

James “Jay” Barthelme is an experienced accident investigator specializing in marine and vehicle accident reconstruction. With more than 25 years in the field, he combines technical expertise in forensic inspections, crash analysis, and simulation technology to deliver precise, reliable results. Jay has extensive experience in automotive crash analysis, event data recorder (EDR) downloads, and forensic modeling. Trained by NASBLA, an active member of the International Association of Marine Investigators and the U.S. Coast Guard Auxiliary, Jay is recognized for his hands-on experience and commitment to advancing safety and accident reconstruction practices. His clear and persuasive testimony has assisted law firms and insurance carriers in resolving complex accident disputes.
Charles R. “Charlie” Clark

Lieutenant Colonel Charles R. “Charlie” Clark (Ret.) is the Operations Chief at Applied Marine Technology, Inc., bringing over five decades of experience in marine operations, boating safety, and law enforcement leadership. A U.S. Navy veteran and former Lieutenant Colonel with the Louisiana Department of Wildlife and Fisheries, he has overseen thousands of marine investigations and developed nationally recognized training programs for boating and tactical response. Inducted into the National Safe Boating Council Hall of Fame, Lt. Col. Clark is a respected expert witness and authority in marine accident reconstruction across the Gulf Coast and the United States.
